Barangay Quirino is a kitesurf spot in the Ilocos Region near La Union, west coast of Luzon. The beach faces the South China Sea and catches both NE Amihan (Nov-May) and SW Habagat (Jun-Oct) monsoon winds. The sandy beach is accessible and offers open water riding in tropical conditions.
