Penn Cove is a kitesurfing spot in a protected cove on the east coast of Whidbey Island, near the historic town of Coupeville. This sheltered bay is famous for its mussels (Penn Cove Mussels) and offers calmer conditions than the nearby Admiralty Inlet. The body of water is influenced by tides with moderate currents. The cove offers a charming setting with the small town of Coupeville and the historic waterfront.

Protected cove with cold saltwater (7-13°C/45-55°F). A 5/3mm wetsuit recommended. Flat water to light chop in this sheltered bay. Moderate tidal currents. Muddy to sandy bottom. Watch for mussel farming installations in the bay.
Cold water — hypothermia. Mussel farming installations (lines, buoys, structures) in the bay — collision hazard. Tidal currents at the cove entrance. Fishing and recreational boat traffic. Muddy bottom at low tide. Ebeys Landing Historical Reserve nearby — respect protected areas.
